Legally... pets are not allowed on any beach in Okaloosa County, Bay County, and Santa Rosa County with the exception of two dog parks located on Pensacola Beach.
South Walton County allows pets with permits ONLY. Pet permits are restricted to "Real Property Owners" or permanent residents only. See http://clerkofcourts.co.walton.fl.us/new!_dog_beach_permits.html for details.
Okaloosa County (Destin, Okaloosa Island, Fort Walton Beach) does not allow pets on the beach.
South Walton County (30A, Santa Rosa Beach, Dune Allen, Seaside, Seagrove, Blue Mountain Beach.. etc..) allows only property owners to obtain beach pet permits 850.892.8156. Pets are restricted to in the times they are allowed to be on the beach.
Bay County (Panama City Beach) does not allow pets on the beach.
Santa Rosa County (Navarre Beach) does not allow pets on the beach.
Pensacola Beach has two Dog Parks that are open for two hours a day (7am to 10am). The west end park is located at the first parking lot past the last condos on the Gulf. The east end park is at the first parking lot past Portofino. All dogs are required to be on a leash, and signs will be posted to designate dog-friendly areas. Doggie bags, disposable bins and handy wipes will be available at both locations. For more information, please contact the Santa Rosa Island Authority at 850.932.2257.
Franklin County (Alligator Beach) The beaches South of Panama City are less regulated regarding dogs on the beach. Franklin county does have a law requiring that dogs either be on a leash or under the owners control. Self regulated good dog behavior is the general accepted rule of the beach.

Florida State Parks
Pets and Florida State Parks Pet Policy
Domestic pets are permitted in designated day-use areas at ALL Florida State Parks. They must be kept on a handheld leash that is six feet or shorter and be well-behaved at all times. Pet owners are required to pick up after their pets and properly dispose of their droppings. Pets are not permitted on beaches or playgrounds, or in bathing areas, cabins, park buildings or concession facilities. Individual parks may have specific areas prohibiting pets.
Service animals are welcome in all areas of Florida State Parks.
Park areas will be evaluated, as to the suitability of pets, on a periodic basis as part of the unit management planning process. Areas of the park designated as prohibited for pets shall be determined based on park natural and cultural resources, primary recreational activities, camper and pet health and safety, geographical location and layout of camping areas, and the ability to provide a quality recreational experience for all visitors.
